rebuilt turbo- should shaft be hard to spin?

I just put a rebuild kit in my turbo and when I tighten the compressor nut the shaft gets harder to spin? Should this nut be on the loose side? I don't want it coming off. It spins pretty freely, just there is a lot of resistance

I just rebuilt mine and the shaft still spins pretty freely. you might want to check and make sure the cartridge is sitting in there flat.

I put it together wrong and it broke the carbon seal. (I bought it in pieces)
