For the rear, use coilovers from FFP http://www.fastfwdperformance.com/co.htm

 

For the front I believe JC whitney has intrax front springs for the 95-99 monte carlo that work.

JCW sells the Suspension Techniques springs, about $100 shipped for front only (you can't use the rears).

 

The Intrax you get from Summit Racing. I think they have 3/4 more drop, but it's $200 for a set of springs, front and rear, and you can't use the rears so they'll sit around in your garage.

 

For the rear, you can use coilovers and I think Flex-A-Form has a rear leaf that one of these days, Dave (Gearhead43) will put on his car.

Or he can send it to me and I'll put it on my car ASAP.

Only other option that hasn't been mentioned is buying the Eibach lowering kit for 95-99 Monte Carlo and using just the front springs. That costs more than Intrax.
