Yeah sanding, and then clearcoating with a proper 2-part clearcoat seems to be the way to go.

The clearcoat on the Lumina rims is some of the worst. It peels even in the best of conditions. I'd get them blasted, get the inner gray parts painted black (like the 93-94 Lumina has), and re-cleared.

If you "blast" the wheels to clean them, don't expect the polished surfaces to be shiny when you're done.  They'll be roughed-up in proportion to the aggressiveness of the blast media.

Consider powder-coating them when you're done.  Seems to be somewhat more durable than spray clearcoat, especially rattle-can clearcoat.
