how to adjust...umm..a thing

OK, this is going to be real technical because I'm not sure the names of these parts. There is a cable coming from the throttle lever thing that goes to some black round thing right behind my airbox. The cable pulls a diaphram out on this black thing. This black thing has something to do with vacuume. Anyway, my cable is too loose right now, when I step on the gas (from a stop) my car almost stalls for a sec. until the slack is taken up. If I move the cable to the next hole on the black thing my car no longer does this but it does not return to its normal idle because the cable is too tight now, I have to push the diaphram or throttle lever to make the RPM come back down (it is just barly too tight). What is this black thing and is there anything I can do about my problem?

that hesitation when you hit the gas has nothing to do with the cable... The black thing with the diaphram is the cruise control accuator if im not mistaken. The problem with the hesitation and almost dieing is from a clogged Catalytic converter... Im gonna go out on a limb and say that at idle, once its warmed up, you hear a ratling noise from under the car???

I knew my cat was getting bad, it was starting to stink, no rattle though. I took care of it and that helped for the most part. There is still some hesitation there so I guess I'll look into my TPS also.
