Keyless entry won't accept fob. Cycles locks but nothing else.

My 90 Cutlass Supreme's module won't accept my fob. The fob is the correct fcc id for the car, and both batteries are good. I cleaned the inside of the remote.

 

After I ground the connector, the locks cycle. When I press any button on the fob, nothing happens.

This is the second remote I've tried.

Subscribing.  I've got fobs that won't initialize, too.

 

My suspicion is that the signal transmitter in the fob is defective; the on-board receiver module in the vehicle never receives an appropriate signal.
