88GP - Fast engine speed/rev when cold

88GP LE - when weather become cold (Michigan), my car idle speed become at 1200-2000 rpm. Even when it is on the road running, engine doesnt rev down at low speed and I need to brake hard to slow (like 10-25/ 35 mph) or stop, after stopping, approx. 30sec++ then rev down to 700-800 rpm.

I have cleaned the throttle body, replaced IAC and partial vacuum tubing... no help.

Anyone have similar symptom and have found a remedy for it or suggestions ?

Love my 88 Grandprix but hate all these little problems..

sounds like an intake manifold gasket. PITA depending on what engine you have.
