Having weird spedometer and shifting problems

I just got my Lumina for $200 as a project car. I did get it running after changing the fuel pump, and it runs good, but when I'm stopped, the spedometer reads 10-15 mph, and when I'm running at around 35, it says I'm going close to 130-150. Also, it bucks and tries to upshift when it doesn't really need to.

 

The weirdest thing is that when the heater is on, the spedometer drops to 10 and it won't shift out of first gear. The ABS light is on, but I can't pull the codes for that.

 

I did pull the engine codes, and I got code 24- vehicle speed sensor open or short circuit.

 

I'm stumped. Any ideas?

...... there is a LOT wrong here...

 

94 lumina = LH0/4T60E, considering an oddly acting speedo and odd upshifting, i'd say your ECM or VSS is seriously out of whack.

 

it sounds like someone ghetto'd the hell out of the electrical system as well based on the heater operation.
