Need help w/ CEL P1350/P1361 1997 GP

Anyone come across these dtc's together before? I am pretty stumped, the icm & coils tested ok, the car starts and runs fine for normal driving, however its at a constant negative 10 degrees timing. I am kinda stumped with this one though I believe the problem lies in the wiring harness that connects from the icm to the main harness because it looks like it has been hacked up once before. I would love to get this thing up and running again but I will not drive it again until I figure this out because with no passing inspection sticker this car is a magnet for police here in new jersey. Any help would be appreciated.

Well you need to OHM the wires from the ICM to the PCM and see if there's an issue there. If not, I'd be looking dead at that ICM. They almost always test good at the store, but quite often are no good under the hood.
