Kind of annoying. really! key stuck in ignition and everything. I broke apart the column, the shifter and unhooked the shift cable and everything. Everything checked out fine. it's not a cable bind or a shift mechanism bind. I finally unhooked the shift cable from the transmission... and it's internal within the transmission.

You can place the car in park while it is rolling(sometimes takes a few tries), but is completely bound the rest of the time, especially if the car is fully stopped. Obviously there is something internal wrong. I was doing this test directly with the shift lever on the transmission. Anyone got a direction for me to go in? (sigh)

I seem to remember Andrei having something similar happen to his 95' Regal once upon a time.

I think his parking pin had something mess up where he couldn't get it out of park but I could be wrong

Yeah, Andreis parking pawl was fucked, and it would stick when he put it into gear.

Sounds like your parking pawl is doing the opposite. I'm willing bet that it's bent, and you rolling it while trying to put it into park is just allowing it to catch a notch without it having to be straight on. If that makes any sense.
