I agree with the K&N, but other than that, I can't think of another $50 item that would keep you under 100. If you want to blow all 100 on one item, I highly recommend a Flowmaster muffler for better flow and a sweet exhaust note. They usually retail for $99.99 or so. Maybe others can think of other things. Unfortunatly, Mizouse you won't be able to find a chip for you Cutlass since you're running an OBDII system. Suggestion: the 3.1 MPFI / 3100 SFI owners here have found some good performance with basics. You may want to ask around to find the best bolts on and figures for your W-Body. Did the cone and had the car dynoed. There is a loss in power with the cone. You gain on an average 6 horsepower, but lose about 15 pound/feet of torque. The best way to get a better intake is to take off the snorkle, and then cut away more of the front of the air box. Its not worth doing much more than that considering the exhaust manifold is right under it and you don't want to be sucking in hot air....does nothing for you. Here you are getting a lot of air into the engine...and it is cooler. Open up the front and drop in a kandN. That will give you better throttle response and the engine will pull alittle harder and it also sounds great...and if you still want more, cut off the muffler and put more of a performance muffler on....glasspack or turbo muffler...
