Slow Acceleration on Cutlass I'd like to buy

This is on a car I am considering buying. The car is a 1994 Cutlass Supreme sedan.

It is about a 3 hour drive from me and I have no time to look at it, really busy with work.

The guy selling it has Sold As Is in his ad so I asked him a few questions about it.

All he could tell me was:

Well the car accelerates slowly, the driver side windows motors need to be replaced and the speedometer isn't working properly. Aside from that the car runs great.

Not sure if I can post links to his ads, so I didn't.

I can post them if it helps any.

Any suggestions on what the problem might be on the slow acceleration issue?

I had a 1992 Beretta with a similar slow acceleration issue but it also couldn't drive past 50mph.

It ended up needing lower and upper intake manifold gaskets and an injector as one was stuck open.

Anyone have an opinion on how much I should offer?

I have the identical car, color and all, that I paid $250 for.

Would it be fair to offer him $400 and go from there?

Thanks

That is a difficult one to say for certain. The description could mean a lot of things. I just took my '97 in for what a person could call 'slow acceleration'. But it was my trans slipping that bad in 3rd and 4th, and requiring a complete rebuild. But a clogged cat converter can cause sluggish acceleration, too. Of course, there's other things that could be the cause as well. I guess how much you are willing to offer depends on what your plans are for the car, you could be getting into a big mess, or a big deal. Good Luck!
