2004 Grand Prix 3.8 Cooling Fan Problems

I have an 04 GP with 130,000 miles. The temp has been running a little higher for a while now, but a few days ago, the coolant was boiling after turning it off. The fans were not coming on even with the A/C on. I started testing fans and found that they would run if straight wired, so I assumed that the relays were the only possible cause. From what I've read, these only have one coolant temp sensor and that is for the ECU which controls the fans itself. I changed the relays (thinking one had been bad for a while and the other had finally gone). The car seemed to be OK for a couple days but then returned to running hot in traffic and at low speed. We were actually on vacation and drove 4 hours on the interstate without a problem. I rechecked the fans at home and found that even with a hot engine and the A/C on, there was no voltage at the fans. What gives? Has anyone had these problems? Is the ECU bad? Could it be the coolant temp sensor even though the Check Engine light isn't on and we have no other problems with the engine itself running?
