Firewall plate question

So I have this firewall plate. To me it looks like a modded PM3 plate with a hole added for the master.

 

The vacuum brake plates have a cam lock system instead of the bolt on setup of the PM3 correct?

That is a peculiar looking plate. It does not look totally PMIII to me, but it sure is hell is not vacuum.... most likely PMIII
