The only thing that deals with vacuum in the 4t60-e is the pressure control solonoid, all it does is control firmness of shifts. EVERYTHING else is controled via the ECM. It is possible but you need to swap wiring harnesses as well and do some re-wiring for the bulkhead connector. Then a small amount of tuning to get the 3.1 chip to run the 3100 engine.
