Speedometer glitch??

Ok, was on my way to work and noticed that my speedo needle was sitting at 45 when I knew I was going faster. Hit the gas and it shot to where it needed after a second.

 

What's up? Speed sensor maybe?

considering the age of the car, it could be the guage cluster itself... a sensor like that shouldn't "stall" on a number. the wiring could also be bad, but i would put my non-existant money on the cluster first.

cluster is sticking. sometimes a slightly bent needle can do it but usually the stepper motor starts to fail and stick

 

Can motor be replaced?
