Yep, check the horn modules themselves by directly connecting a wire to the horm modules and battery to see if they work. Next, check the horn switch themselves on the steering wheel. Finally, there is a relay. Not sure where it is located for your car but on my 1990 Cutlass Supreme, it is located underneath the engine bay fuse/relay box which close to the ECM.
