Is that a hole on the unibody? fix it and prevent further rusting. If it is not on the mounting surface for the fender, either pop rivet in some galvanized sheet metal or weld it in place and then prime and paint the outside, and oil coat teh indise to prevent further rusting.

having talked to him, he is talking about the rockers on his car are rusted under the trim. I told him to fix it with galvanized sheet metal and rust proof it, then cover it.

eh, i pressed through my rockers with my thumb and the pile of rust that fell out was sickening. I think I could have filled a 1 gallon paint can with the rust that was falling out. Get some shopper club cards from the grocery store and patch it up.
