high idle, 93 LQ1

My Z34 starts and runs fine. idle at start up is normal, about 800-850 i guess. after being driven for a few minutes the idle jumps to 3000rpm  if i shut it off and turn it back on while rolling 8 time out of 10 it idles fine again untill being driven again. any guesses before i find out for sure? vacuum lines, iac, tps? i really hope its not the lower intake gaskets. i dont know because it idles fine after being shut off, and no codes yet.

do the heads need to come off to change the lim's?

Something obscure but also a possibility is a defective power steering "idle up" switch on the rack. Happened on my old white 93 Z.

iac came out looking like this. the other part was still in the hole but it was still hot so it fell into the great abyss known as a 3.4

junkyard trip tomorrow.
