is one wire on the plug on the alternator a ground?

so i got the alternator tested this morning and it still works, so its the car, i rang both wires to ground and one didnt ring which should be right and the other rang but the reading was 4.0 instead of 0 or 0.1 so i was wondering if this is a shorted wire or a wire without a good ground?

One wire is hooked up to an ignition positive feed and it controls the voltage regulator, the other is run to the interior for the battery dummy light.
