Messed up Steering Wheel

Hello.This question is for a 1992 Cutlass Supreme International. I just got it back from my shop after Technical inspection. They claim my turnsignals had to get fixed. (they didnt lock in for the last 4 YEARS but still worked when tapped) After they exchanged the turnsignal switch every left turn i make the HORN goes. After they tried to fix it now twice I was told there is a ring in it, they called it canceler??? which is broken now.(I guess because they messed with it) And they claim its not available anymore, new or used. ( QUESTION: Is this part really not available or is this not even the truth what is wrong with my steering wheel now? At this point the horn is disconnected and all the buttons for AC and radio on the steering wheel are still working.

I've changed the turn signal on my regal twice, and I also have steering wheel radio controls. I honestly don't know where they could have messed up the horn unless they screwed with the wires. Its not necessarily an easy job to do. I'd say there's a chance they screwed something up when they did it the first time.

My cutlass did the exact same thing after I fixed the signal switch. The issue I had was the foam insulators (Or whatever they are actually called) in the horn pads were so rotten that removing and replacing the horn pad caused the foam to disentegrate and horn to trigger extremely easily. Sometimes, it would honk when I would turn the wheel. I just disconnected the horn pad and left it like that.

Yeah, I've got a similar problem with my teal 93 vert. It's disconnected now but at least once a year I try to fix it again. I've even changed the whole pad and it still does it.

Hey Brain P??? You are 100% right. I cant even touch the horn buttons, they go right away they are that sensitive. What can I do? I dont care that much about the horn...but the next technical inspection will come sooner or later.....?

If I remember this right (it's been a few years since I had a Cutlass with that type of steering wheel) if you remove the whole pad assembly, on the backside, behind those side horn buttons, you will see metal contacts. All they do is make contact with the metal frame of the steering wheel in order to ground the horn circuit and sound the horn. Those contacts should be able to be bent out of the way, or removed entirely. Maybe bending them away would even help with reducing the sensitivity of the buttons yet keep them functional.

i'll bet money that when the shop replaced the turnsignal switch, they broke the horn contact ring. in one of 2 ways they either smashed the ring with a steering wheel puller or they riped the horn pad off and broke the tab that holds the born buttons contact in.
