Used the list in the FAQ but it didn't have them. 13: Oxygen sensor voltage stays between 0.35 and 0.55 volts for 60 seconds when the TPS signal was above 4%. I was right about the 35, and 42 is "Poor routing of EST harness and/or poor quality ignition wires (EMI induced electrical noise).... I think that's the culprit. I notice when the car is running the CB picks up a slight hum and buzz along with the radio, and the wires have probably 100k on them. Thanks!
