Seized/Stuck Parking Brake on Passenger Side. How to fix?

okay, so I found out today the passenger side parking brake is seized. It is permanently engaged, and doesn't release. Because of this, my brake cable is full of slack and sags when released. Also, the parking brakes now barely work because only one wheel is working. The brake operates normally, so it's not a seized caliper.

 

How do I go about trying to un-stick it? There's one big bolt holding it on; is it as simple as just loosening it, pull off the lever, clean/lube it up?

smack it with a hammer. knock the lever into the release position. but don't put your arm on the hot muffler like I did and burn it. I still have a mark from 4 years ago.

i just loosened mine up for the time being

first time i took it out on the road after being parked for a long time, it was stuck, and made an awlful smell after some highway driving :mad:
