Weird thing with my convertible...

95 convertible with 3.4L DOHC. I accelerate to any speed, take my foot off the gas, and the engine speed stays at where it was when i let off the pedal. Additionally, I don't really slow down at all, because I'm not technically coasting since the engine is still at some rpm way above idle. Anybody have this happen to them? The car idles fine when parked and when i'm in gear at a stop light, around 1000 rpm. When i let my foot off the brake from a stop, it seems to go a little faster than i think it should at idle. I have a feeling it's killing my gas mileage, but it also sucks to always have to brake to slow down because i can't coast down. Thanks in advance for any ideas!

More info after I thought about it some more. It doesn't seem to do it in 1st or 2nd gears, I didn't pay enough attention just now to 3rd gear, but I know it does it in OD. In 1st and 2nd, while driving, if i take my foot off the pedal, the rpms drop to 1500. Does that rpm sound normal to people? I know the problem exists in OD, so if it doesn't happen in 3rd, i'm going to go with the torque converter clutch not releasing in OD, which means it's a problem with the tranny, not with the engine like i originally thought.
