If the Lumina is anything like the Grand Prix, it's possible.

There's a laser-etched resistor on the main circuit board that controls the speedo (which is basically just an electromechanical voltmeter). The resistor is the black paint looking stuff on top of a white chip looking thing.

 

You can parallel something like a 10-megohm resistor across it to decrease the speed reading. I think you would have to add resistance to increase the speed reading.

My thought was to use something like a 10-turn variable trimmer resistor. That way you could fine tune it.

Although funny thing is, a simple 10-megohm (or maybe it was 1megohm?) across the resistor in my GP made it read PERFECT and matched the HUD exactly.

If it's digital, there's no adjustment that can be made.

If it's 10mph off, that means there's a problem somewhere like a mismatched MEMCAL or tranny.
