So you want to make the piece in the picture? I'll assume so for the rest of the reply.

That in the picture is aluminum. It is much easier to machine aluminum. That could be done on a lathe or a mill, cnc would probably be easiest, but that would require making the drawing and the tooling paths, but you could get a machine shop to do that anyway. It would just cost more.

Also if the aluminum isnt smooth, it doesnt really matter if youre gonna be machining it, so the outsides of it will be cot off the piece anyway.

What is this for, by the way?

I actually machined these for my car.

This is where I got the metal: http://www.mcmaster.com/

I will double check on the part # - 9034K55

Extra-Strength Aircraft-Grade Aluminum (Alloy 2024)

I got a 3 inch thick disc cut it in half and went from there.

ive actually come up with a pretty simple and cheap design for this, depending on your fabrication abilities. It consists of the plate that bolts up to the body of the car, then just weld 2 tubes centered about 2-3 inches long to the plate. One would fit in the middle of the coil and one would fit around the outside of the spring. For good measure, you could get some of those energy suspension poly coil spring isolators and glue it in place before you install the whole setup. This would be alot quicker than machining something, just welding 2 tubes.
