I didn't see too much in regards to the E-brake frame bracket when doing the 94+ brake upgrade, so I thought I would post my solution so it can help others.

 

For where the cable clips into the frame, I used an 800 pound eye bolt supported by a 1/4 inch thick mending bracket with a 45 degree bend I put in with a hammer. To do this, I needed to first remove the rear seat and I also reinforced the back sides with 1.5 inch diameter fender washers. You can see my first try, the eye bolt didn't stand up to the pressure, but the supported one is solid as a rock. Oh and for those who don't know, this is for when you are using the 94+ E-brake cables as well.
