Ok, so my girlfriend has a 96 Cutlass Supreme sedan, and it's been acting up for a couple months. The trouble is this: sometimes it doesn't want to start. But there's more. When I have the hood open, and she has the ignition off, I tel her to turn the key forward but not try to start it. Ok, no sounds that are out of place. But as soon as I tell her to try and start it, there is this loud clicking, repetative, a fast tick. It's coming from the Fuse Block/ECM area. When I tell her to quit trying to start it, it continues to click, until she puts the key back into the OFF position.

And then sometimes nothing is wrong. At all. Well, two weeks ago, we took it to a GM dealer and they diagnosed the problem as a bad Fuse Block. They had to order the part, installed it, and it ran fine until last night. Same problem again. After an hour or so, I went to try and start it and it started right up! What the hell? The ticking sound was still there. So I'm at a loss.

My first instinct was either ECM or the fuse block, and they replaced the fuse block. Anyone have any ideas? If it's the ECM then why would it be clicking?

I thinking the clicking is a relay. Past that I'm not much help on the (relatively) newer W bodies

Are you sure about the ABS sound? My TGP doesn't sound NEARLY this loud and doesn't continue incessantly until the key is turned off. Also, what would cause the ABS to sound like it's coming from the ECM area?
