Can't get to turn signal switch

I have a 96 Buick Regal. I pulled the Steering wheel and there is another metal piece in between it and the clockspring. How do I get this off?

 

I tried to upload pic but that didn't work so go here to see what I'm talking about.

The top picture is the column and the second is the steering wheel. Maybe the top piece is the part of the steering wheel broken off?

Rent a lock plate removal tool.

 

The lock plate is behind the clockspring this is in front of it.

the tool compresses the spring behind the lockplate so that you can remove the retaining clip.

This is in front of the clockspring which is in front front of the lock plate. It turns out it was the back of the steering wheel that had came off. I used a three finger puller and it popped right off.
