Fuel Pump Relays: Do they only have 2 states?

When it comes to Fuel Pump Relays, are they just either DEAD or WORKING, and that's it? Or is it possible for a Fuel Pump Relay to work, but not as good as it did when it was NEW? In other words, is a Fuel Pump Relay just like a Fuse, either working or not working, or can a Relay be somewhere in-between?
