The intended purpose of a rising rate regulator(commonly referred to as a "FMU") is to increase fuel delivery. If your stock fuel pump does not provide adequate flow for your horsepower level, than a FMU isn't going to do you much good. FMU's work well in certain cases, but there are other ways of increasing fuel delivery(such as tuning the stock computer to add more fuel via opening the injectors for longer periods of time). Search around on this board and you'll find that "TimG" used a FMU at one point on his custom turbo 3.4 DOHC setup as a method of "tuning"/adding more fuel.
