low fuel pressure

Fuel pressure is 0 to 5 psi. Car will idle, barely, can't accelerate.

 

Can I be sure it's the fuel pump? Could it be the fuel pressure regulator? How would diagnose the difference.

 

Fuel filter replaced during troubleshooting process and that didn't help.

It's the fuel pump. You didn't mention mileage, but your car is old enough. I think even if the FPR totally crapped out, you'd still have some pressure.

You'll want to change your filter again a little bit after changing your pump. Banging around all those lines and shaking up the tank kicks a lot of crap into the system.
