Pretty much disconnect the battery and then plug in the new PCM and re connect the battery.

Will he have to do some OBD II case learn or something?

What I am trying to do is find a spare PCM that will work in my 96 Regal 3800 II.

Local junkyard has several 96 PCM’s but all are from 3100 cars, Lumina, Corsica, Achiva.

To use one of these PCM’s in my car I would have to have it reflashed at a dealership, right?

The junkyard interchange and the AC Delco on line interchange show that all 1996 V6 PCM’s will work but give no other details.

Yeah, I would think you would need to get it reflashed at the dealer. Other than that I don't know what to tell you. Physically, I'm pretty sure the case will swap between all of them, but the actual "software" is probably different for all of them.
