I used a STRONG ACID based rim cleaner to get the carbon off my exhaust tips with a wire brush, but I dunno about your tips they are different.

This would work on any metal to clean/shine (I can't wait to do my wheels, it's great for aluminum)

I find any rim cleaner (meguiers or the powermetal mothers featured above) work great!

I picked up one of those rim cleaning brushes and that works great too. I think wire would scratch. Make sure you find a brush with no sharp edge or exposed wire. Most on the market i would never use on my rims.
