I thought of a design like that ... used the ABS hall/effect sensors to know the RPM speed of the wheel, with a single locator sensor so it knew where the "top" of the wheel was at all times - but nothing so complicated that you could change the design on the fly -

 

it's real simple if you think about it, they have clocks and caller ID's like that all over the place - why not put it on a wheel.
