the IAC is actually a "Stepper motor" which will count the revolutions - the number assigned to the motor from the computer is an aproximate as to where the motor valve is actually sitting - it will allow you to read the count to see if it's functioning properly (IE: the number changes, and your idle will change) some scanners are smart enough to be able to control the stepper motor so you can actually test it either out of the engine still pluged into the harness - or in the engine, pluged into the harness with the engine running to see if it'll change the idle.

Well when the motor is open, it pulls a plunger back, so that it opens a passage. The engine can now pull air through this passage, thus raising the idle. When the IAC closes, it pushes the plunger to close the passage, therefore the engine can't get any air, and its idle drops. The count is how open or closed the plunger is.

I hope this helps, I tried to keep it basic
