Harmonic Balancer on 3800 Series I N/A?

OK i'm looking at what would be my second W-Body, its a 1991 buick Regal with a 3800 "not sure if its a Custom, GS, ect." and it has a vibration and what sound kinda like a hole in the muffler "doesn't sound exactly like it but similar" that goes away around 20-ishMPH and they say that they thought since it was making that noise "from the Vibration" that it was the Catylac "spelling?" Convertor so they took it in and was told that it was the harmonic balancer, but i'm not sure because i've never had a car that had a bad one, And they may be lying just to get rid of it, So i thought I would ask if thats what it could be And How much it would cost me to fix it and how hard it is "it looks loke there is enought room behind the pastic cover to get the puller on but i'm not sure" to do in a backyard with ramps? I've also read that if you don't have a certain puller that it will mess-up the Crank pos. Sensor "I don't see how thou". I'm hopin that it won't cost too much to fix it because its in good shape, Runs Great except for the Vib. and slight noise while at idle "who stays at idle long anyway? he he :twisted: " and the price isn't bad and the major factor is that I LOVE these body styles So I really want it. I also wanted to know how long i could drive it like that without screwing something up? until it becomes so loose that te Alt. and PS pump, ect. don't turn right?

I also forgot, the Key is really hard to get out of the ignition, It goes in easy but its hard to get out. Any thoughts on that? Mabey it needs a new Ignition Lock Cylinder?

The 3800's have a balancer thats two pieces of metal held together with a rubber ring. They do sometimes rattle when the are worn. It wouldn't be hard to change, except the 3800 has a crank sensor that makes it a pain.
