I assume its the same thing as the shitty state inspections some states require here. Its tough to get money back out of a car unless you're able to pick that mofo up real cheap. Like I said, if I picked up a car like that, it'd probably be for my own personal use... I'd like to say that I own like 8 cars. Drive it till it drops, if the tranny goes I guess I'll have to replace it. while I'm at it I'd probalby change the gaskets "just in case".
