Is the purpose of the strut bushing in the front of a 99 mCZ34 to keep the strut from moving up and down, or is it the metal plate that prevents this movement..

 

Basically I am trying to figure out if my front bushings need to be replaced. I just did the front struts last night and the bushings popped out easily, but I think the metal plate that gets bolted on actually keeps the bushing in place, sandwiched between the top of the strut mount and the metal plate

Yes, your theory is correct, the metal plate keeps the bushing in place.
