Guage Cluster not working

Ok, this has been happening the past few days now. I start up the car, and about 10 seconds later, the needles in the guages will shoot to where they are supposed to be at. Also, every once in a while, while I am driving, they will just drop. The guage lights will still be working, but that is it. Needles will just drop. About 2 seconds before they go back to where they are supposed to be, the Low Coolant light will flash, then they will come back, and that light will turn off.

 

I am stumped. I know that one of my vacuum lines isn't hooked up(dash vents aren't working, its just blowing at the window and feet), but IIRC, the guages aren't hooked up to any vacuum line. So, I'm at a loss.
