Repairing "chips" on Ground Effects?

The gray colored factory ground effects on my 89 Supreme International are starting to "chip" along the top, close to the body itself. It seems different than regular paint chips. It's almost like plastic breaking off or something? And it's yellow colored underneath...

 

Does anyone know what I can do??

The yellow is the bare urethane.

Sounds like you'll need to pull 'em off, sand, and repaint.

After You paint it, it's a good idea to apply a 3M Protective film to prevent

same problems in the future, It's a design problem with all 89-91 W-body Cars
